QUALIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE:GS-14 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position must include: Analyzing tax administration issues, legislative and enforcement changes, and program requirements to determine impacts on taxpayer correspondence, communication products, procedures, and business operations; Developing, revising, or implementing taxpayer correspondence products, policies, procedures, and communication strategies involving tax law, compliance, account management, and taxpayer service requirements; Conducting comprehensive reviews and analyses of correspondence programs, products, processes, or operations to identify systemic issues, assess impacts and risks, and recommend effective solutions; Applying program management, strategic planning, and process analysis principals to develop or implement new or substantially revised correspondence programs, products, policies, or procedures involving multiple stakeholders or organizations; Communicating technical, policy, or program information through briefings, written reports, decision documents, proposals, or recommendations to management, stakeholders, or cross-functional organizations; Providing technical guidance and expertise on correspondence, including resolving issues and developing recommendation that support program, policy, or operational decisions.
