SUPERVISORY GENERAL ENGINEER
About this role
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience directing or developing comprehensive strategy, policy, and integration plans for energy, water, and utility programs across a large organization or region; Experience managing complex financial and operational utility programs, specifically including utility consumption/rate analysis, utility billing, and the execution of project funding (such as ERCIP or other large-scale capital improvements); Experience supervising or leading a multidisciplinary technical team (such as engineers, program managers, and analysts), including assigning work, evaluating performance, identifying skill gaps, and fostering a collaborative learning environment; Experience building networks and collaborating with internal stakeholders and external utility providers to identify and leverage alternative authorities, funding opportunities, and strategic partnerships that achieve installation energy and water resilience; Technical experience overseeing the operation of utility infrastructure and building systems, including the implementation of advanced metering, reporting, and ensuring compliance with federal or agency-level mandates; Experience articulating, presenting, and defending complex, sensitive, or controversial utility issues (such as funding shortfalls, rate hikes, or critical vulnerabilities) to senior leadership and a wide range of audiences to influence decision-making.
