To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/01/2026. TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

In addition to the Time in Grade requirement, to qualify at the GS-09 level, applicants must also have one year of specialized experience equivalent to at least the next lower grade (GS-07). Specialized Experience is defined as experience that has equipped the applicant with the knowledge, skills, and ability to perform at the journeyman level of this position with little to no training or supervision. Specialized experience may be described as: Experience utilizing management techniques, methods, theories, principles, and labor relations concepts.

Experience allocating and managing personnel, equipment, and workspace to achieve program objectives. Experience applying regulations, other official guidance and principles, to include processes and procedures. Experience overseeing the planning, development and implementation of the technical aspects of programs specific to the position being filled. Experience in effective oral communication, written communication, and in the use of computer software.

OR Education: Applicants may substitute education for the experience required to qualify at the GS-09 level. Applicant will need to possess a Master's degree in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.

or J.D., if related. OR Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess.

Add the two percentages. The total percentage must equal at least 100 percent to qualify. Only graduate level education in excess of that required for the next lower grade may be used in combination with experience to qualify for a GS-09 grade level position. NOTE: Your application must include an official copy of graduate level transcripts that demonstrate this information if this response is selected. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
