About this role
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
This position includes Selective Placement Factors (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factors for this positions are: Have experience in mental health research, specifically with people who experience serious mental illness (SMI).
Have experience with regulatory oversight of research study protocols submitted to Institutional Review Boards (IRB). (Application/resume materials must reflect this experience in detail to receive credit for this selective placement factor). ~AND~ BASIC EDUCATION REQUIREMENT: Undergraduate and Graduate Education: Possess a Bachelor's or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.
This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (TRANSCRIPT REQUIRED) IN ADDITION TO THE SELECTIVE PLACEMENT FACTORS AND BASIC EDUCATION REQUIREMENT, TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: General Medical and Healthcare Series 0601 Individual Occupational Requirements (IOR)Basic Requirements GS-0611 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to interviews candidates for research support positions; recommends appointments, promotions, and reassignments to other MIRECC positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority. The incumbents oversee and manage day-to-day aspects of multiple concurrent grant-funded studies. This involves overseeing data collection, tracking, and storage; subject scheduling and payment; equipment needs and ensure staff adherence to research protocols. Create and submit IRB reports and help prepare protocol submissions to VA Research & Development Committees. Incumbents are also responsible for obtaining and keeping current training as a VA Records Liaison for the appropriate management of research records archival.
OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond under graduate education as described above to qualify at the GS-11 grade level. Possess 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (TRANSCRIPT REQUIRED). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The physical demands of the work are generally minor. The work is primarily sedentary. Work Environment: The work environment involves everyday risks or discomforts that require safety precautions typical of hospital, offices, and meeting rooms.
