QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:SPECIALIZED EXPERIENCE IR-04: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job.
To be qualifying for this position your experience must include: Experience applying management principles, techniques, methods, theories, and concepts in order to lead or manage a group or team of subordinate employees. Experience identifying the objectives, strategies, and program goals of a Human Resources (HR) function or organization to provide and assess program deliverables relative to the broader objectives of the organization.
Experience managing projects or programs including planning short-term and long-term goals, defining resources needed, monitoring progress, and evaluating the effectiveness of a variety of HR programs. Experience applying communicative techniques to facilitate discussions with internal and external stakeholders, provide guidance and direction to employees, and advise management in such areas as staffing, recruiting, position management, labor/employee relations, compensation and awards, performance management, learning, education and/or career management.
AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
