Must have Five (5) years' progressively responsible specialized experience managing services and implementing policies of a Department of Defense (DoD) Fleet and Family Support Services program in support of the military and their families Must possess a licensure/certification by a state or U.S. territory that provides legal authority to provide clinical services as an independent practitioner in the fields of Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology or Counseling Psychology AND two (2) years, full-time, post-masters supervised clinical experience.

Knowledge of Fleet and Family Readiness Center services, service delivery systems, concept, principles, and theories to effectively and efficiently manage FFSC programs. Knowledge of the Navy organization, mission, and lifestyle; the psychological and socioeconomic factors affecting command and mission readiness; and the impact on individuals and families within the military community to identify and resolve installation needs and concerns and resolve client complaints and problems.

Knowledge of Federal, state, and municipal human service laws, programs, policies, and directives to disseminate updated program information to ensure installation meets standards and to review and verify long-term plans. Knowledge of development, procurement, award, and administration of military support/human services contracts to provide technical direction to contractor personnel assigned to FFSC. Knowledge of resource management, and appropriate and non-appropriated fund resource procedures, policies, and requirements.

Knowledge of and mastery in applying social science research methodology, strategies, sampling, techniques, and research report preparation to prepare local needs assessments to meet military and community needs. Knowledge of organizational development and management techniques to direct complex, simultaneous programs of the FFSC. Knowledge of the CNIC Fleet and Family Support Program and comprehensive knowledge of military lifestyles including common stressors (e.g., frequent separations, high stress working environments, etc.) to effectively modify treatment programs to meet the needs of the military community.

Knowledge of family systems related to patterns of abusive behavior and abuse response, substance abuse, human behavior, human sexuality, attention deficit disorder, and juvenile delinquency and skill in applying the current Diagnostic and Statistical Manual of Mental Disorders to recognize, identify, and assess mental disorders and personal social problems, reach accurate conclusions, and provide appropriate solutions.

Knowledge of employing various evidence-based and trauma-informed counseling to effectively interview and clinically respond to clients' needs, assess suicidal and homicidal risks and substance abuse issues, reach accurate conclusions, and provide appropriate solutions. Knowledge of applying laws, rules, regulations, policies, procedures, directives, and instructions governing child and spouse abuse and family violence issues and professional knowledge of family violence dynamics to identify situations of family violence, conduct risk assessments and coordinate safety planning.

Knowledge of various evidence-based and trauma-informed counseling approaches (e.g., behavior modification, client-centered, rational-emotive, family systems, brief solution-focused, and reality therapies), research methods, group dynamics, motivational interviewing, developmental psychology, and family systems therapy to counsel individuals and groups. Knowledge of applying Navy directives, policies, and programs; privacy act, confidentiality, FAP, maintenance of records, criminal history background checks, and other administrative program requirements to oversee quality assurance and auditing of FFSC programs.

Knowledge of a wide range of qualitative and quantitative analytical methods for assessing and improving program effectiveness or complex management processes and systems. Skill in applying various verbal and written communication methods and techniques to create professional papers and documents; to document and report assessment results; and to prepare and give presentations on status of program/activities. Ability to communicate using various verbal communication methods and techniques to maintain cooperative and professional relationships with law enforcement, child protective services, medical treatment facilities, and senior personnel from commands of offenders and victims; present sensitive and controversial information to groups of people; and advise on cases and counseling services.

Ability to exercise all delegated supervisory and managerial authority to the fullest extent possible with responsibility for accomplishing the designated mission. Ability to supervise and direct the work of other employees, monitor performance, and assure adequate internal control procedures are developed and operative.
