About this role

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. Individual Occupational Requirement: Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled (for positions above GS-5). To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience in applying analytical and evaluative methods and techniques to assess transportation-related international trade policies, programs and functions (e.g.

imports and exports, foreign investment, transportation impacts to shippers and travelers, economic competitiveness and impacts on manufacturers, service providers and consumers), including knowledge of economic analysis and U.S. and international trade and transportation regulations, laws, policies, and agreements. Experience in negotiating international trade and investment agreements between the United States and foreign Governments, resolving trade concerns, and developing trade policy.

Supervisory experience including leading and managing teams of specialists providing strategic guidance, performance oversight, or project management. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Influencing/Negotiating - Persuades others; builds consensus through give and take; gains cooperation from others to obtain information and accomplish goals. Supervisory - Plans, distributes, and monitors work assignments; evaluates work performance and provides feedback to others on their performance. Communications - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and writes in a clear, concise, organized, and convincing manner using correct English grammar, punctuation, and spelling in a succinct and organized manner for the intended audience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
