Supervisory Transportation Specialist (Discretionary Infrastructure Grants)- SME (Open to both U.S. Citizens and Federal Employees)

About this role

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience developing and/or reviewing discretionary grant applications, proposals, and program data , OR awarding and monitoring discretionary grants, OR administering a discretionary grant program funding for surface transportation infrastructure projects (i.e.., bridges, railroads, maritime ports, navigable waterways, roads, transit networks, public work projects, etc.) OR other comparable transportation infrastructure program work involving innovative financing (e.g, public-private partnerships, user-based financing, etc.), legislative/regulatory policy affecting public policy issues, and grant management directives.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence (Transportation)- Uses knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including costs and limits that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Grants Management- Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements. Grants Management Laws, Regulations, Guidelines- Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.

Project Management- Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Managing Human Resources- Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
