To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/20/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-14 position you must have served 52 weeks at the GS-13 level. If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-14 (or higher) and the promotion potential of your current position must be at least GS-14.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. INDIVIDUAL OCCUPATIONAL REQUIREMENT: To be eligible for this position, you must meet one of the following requirements. If qualifying based on education, your application must include transcripts. Degree: Behavioral or social science; or related disciplines appropriate to the position; OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Applicants must have one year of specialized experience at the next lower grade level (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1)One year of professional post-graduate level experience in rehabilitation counseling or as a professional counseling psychologist equivalent to at least the next lower grade (GS-13) level; (2) Experience using knowledge of laws, regulations, and procedures governing Vocational Rehabilitation and Employment (VR&E) programs; (3) Worked in a professional lead capacity in a vocational rehabilitation or counseling psychologist program and/or possess experience managing cases of individuals with disabilities; and (4) Must be able to demonstrate through work experience or training that you possess, or have the potential to develop, the qualities to successfully supervise.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work.

However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
