About this role
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Telecommunications Series 0391 Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR GENERALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems and at a level close to the work of this position that has given me the particular knowledge, skills and abilities required to successfully perform.
Typically, we would find this experience in work within this field that is closely related. This experience will provide a basic knowledge of telecommunications functions, problems, and/or solutions and also experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR Combination of experience and education that provides me with the knowledge, skills and abilities to perform the duties of a Telecommunication Specialist. NOTE: You must submit a copy of your transcripts. Ideal Candidate: Strategic Information Technology - Project Manager with deep technical expertise in telecommunications systems and network interoperability.
Highly capable of driving complex projects forward by utilizing Cyberspace Infrastructure Planning System and managing contracts, cost analyses, and budgets, while continuously evaluating new technical proposals and approaches. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of telecommunications theories, concepts, principles, practices, procedures, policies, standards, and operational requirements.
Knowledge of operational and performance characteristics of telecommunications equipments, systems, services, and transmission media to develop procedures/policies/practices for local use; and evaluate devises, proposals, and approaches. Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets. Knowledge of basic electronics theory and operating principles, the application of existing and planned technology to communications requirements, and equipment interoperability and compatibility.
Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service. Ability to analyze/apply specialized communication methods and analytical techniques involving telecommunication systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
