MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Bachelor's Degree from an accredited college or university and 4 years' specialized experience developing, designing, or facilitating adult training and development programs. OR At least eight years of specialized experience developing, designing, or facilitating adult training and development programs. DESIRABLE QUALIFICATIONS Experience with United States Postal Service (USPS) and/or Office of Inspector General (OIG) operations, policies, or procedures Training or Talent Development certification highly desirable Knowledge of Adult Learning theories and principles EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors.
Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume. Demonstrated ability to conduct comprehensive needs analysis and performance gap assessments, translating findings into actionable recommendations for the design, development, and revision of training materials, aids, and devices, utilizing innovative instructional methodologies and emerging technologies to ensure alignment with organizational objectives and continuous improvement of workforce development programs.
Demonstrated experience leading group facilitation and delivering training materials across in-person and virtual channels, effectively leveraging engagement techniques such as interactive tools, gamification, and role-playing scenarios, while managing course timing and maintaining a logical lesson flow. Ability to facilitate the conversion of traditional training materials to alternate learning formats specifically: computer assisted instruction, Webcast delivery, video streaming, Internet, and/or state of the art technology/other means.
Demonstrated experience using the following software suites in the development and delivery of training materials: Articulate Storyline, Canva, Vyond, Adobe Creative Suite, and Captivate. Demonstrated experience designing leadership development, Agile project management, AI Best Practices, and team-focused business management (i.e. Lean Six Sigma) courses. Demonstrated experience facilitating training using self-awareness, leadership growth, and team communication workplace tools such as Myers Briggs, DISC and 360 Degree Evaluation.
Including developing after action career development plans. Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0).

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position.
Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 08/31/2026 will be considered. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience. This position is being advertised at the Journey Band level, equivalent to a GS-9 - GS-13.
The salary range for this position is USD 70,623.00 - USD 158,322.00. The salary figures include locality pay. Promotion potential to a GS-13 at management's discretion.
