TRAINING PROGRAM SPECIALIST

Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is an Emergency-Essential.
In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.
Examples of specialized experience includes knowledge of commonly applied AOC concepts, principles, and methodologies to manage and carry out Standardization/Evaluation programs. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of AOC programs. Knowledge of the methods involved in performing tests and conducting inspections. Knowledge of variations in AOC to judge the impact of various program considerations (eg gg , cost, equipment availability, qualification requirements, etc ) in making recommendations for correcting deficiencies and meeting requirements.
Knowledge of a wide range of principles, practices, and concepts involved in Operational Command & Control, the Air Tasking Order Cycle, and AOC Weapons System software suites. Knowledge of the methods, principles, practices, and programs related to instructional techniques and training resources. Knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to operational training, as well as knowledge of the installation/command mission and organization Knowledge is applied in conducting studies, analyzing findings and making recommendations on substantive operating programs.
OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly applied AOC concepts, principles, and methodologies to manage and carry out Standardization/Evaluation programs.

Knowledge of the methods involved in performing tests and conducting inspections. Knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to operational training, as well as knowledge of the installation/command mission and organization.
6. Knowledge is applied in conducting studies, analyzing findings and making recommendations on substantive operating programs. Skill in preparing project papers and staff reports. Skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
