A qualified candidate possesses the following: Ph.D. or equivalent graduate degree; or three (3) full years of progressively higher-level graduate education leading to a degree appropriate to the position; OR Three (3) years of progressively responsible specialized experience in planning, managing, coordinating and/or implementing outreach for Personal and Family Life Readiness or Quality of Life Programs, such as Life Skills Education, Deployment Support, Personal Financial Management, Relocation Assistance, Transition Assistance, Employment Assistance, Family Emergency Response, Ombudsman Program, and Exceptional Family Member Program; OR A combination of education and progressively responsible specialized experience that provided knowledge equivalent to a subject-matter field appropriate to the position.
A qualified candidate possesses the following: Knowledge of the Navy organization, mission, lifestyle, language, customs, and culture and skill in applying analytical methods and techniques to evaluate the customer base and identify WFL needs, trends and performance measures and to evaluate program effectiveness and provide recommendations for process improvements. Knowledge of Family Readiness and its mission and programs and practical knowledge of education and training delivery methods, practices, processes, and techniques to collaborate with staff on implementing QOL and WFL trainings and workshops.
Knowledge of a wide range of concepts, principles, and practices covering personal financial management and planning, i.e., financial counseling, budget techniques, credit management, insurance, savings, investment, taxes, relocation, retirement planning, and consumer education, issues, advocacy, and complaint resolution to research, identify, analyze, and solve intense and complex financial problems and train individuals and groups on mandatory financial.
Knowledge of and skill in applying professional verbal and written communication methods and techniques to network and collaborate with diverse groups, organizations, military services, and civilian agencies; deliver WFL evidence-based training/education to various audiences; compose clear, concise, and effective reports and documents; and establish and maintain professional relationships with management, staff, and personnel at multiple echelons.
Skill in conducting client interviews to establish the nature and extent of concerns and issues, to assist with the development of client goals and plans, and to determine appropriate referral services and options to meet client needs. Skill in using various computer software databases, spreadsheet, and word processing programs such as Word, Excel, and PowerPoint to maintain automated files, references, and instructions; distribute information and develop marketing materials.
